UAE Jobseeker Visit Visa for Indians – Eligibility, Documents and Application Guidance

The UAE Jobseeker Visit Visa — officially a visit visa to explore job opportunities, also issued as a “job exploration visa” — lets a foreign national enter the United Arab Emirates to look for work without needing a host or sponsor in the country. According to the UAE Government’s official portal, it is granted for one trip and is available with a validity of 60, 90 or 120 days. It is an entry permit for exploring jobs: it is not a work permit and does not, by itself, allow you to start working. For Indian graduates and working professionals who qualify, the practical difference is that the official pages describe it as available without a host or sponsor in the UAE. IndoWorld Visa & Education Services, based in Vadodara, Gujarat, helps applicants from Gujarat, Mumbai, Pune and across India understand these rules before they apply.

Eligibility is specific, not general. Under the criteria published on the UAE Government portal, an applicant must (1) be either in the first, second or third skill level under the Ministry of Human Resources and Emiratisation (MOHRE) professional levels of jobs, or a graduate of one of the world’s best 500 universities according to the classification approved by the Ministry of Education, having graduated within the last two years; (2) hold a bachelor’s degree or its equivalent; and (3) fulfil the prescribed financial guarantee. Not every graduate or every applicant qualifies, and the Dubai authority’s service page words some conditions differently from the federal pages — we explain those differences in Official Sources and Further Information below.

THE TWO ROUTES IN PLAIN ENGLISH

✦ Skill-level route: your occupation falls in MOHRE’s first, second or third professional level. On the UAE Government’s professional levels page, level 1 covers legislators, managers and business executives; level 2 professionals in scientific, technical and human fields; and level 3 technicians in scientific, technical and humanitarian fields.

✦ University route: you graduated from one of the world’s best 500 universities, according to the classification approved by the Ministry of Education, within the last two years.

✦ In both cases: a bachelor’s degree or equivalent and the prescribed financial guarantee.

AT A GLANCE

✦ Validity: 60, 90 or 120 days, for one trip, according to the UAE Government portal.

✦ Host or sponsor: not required in the UAE.

✦ Financial guarantee: required; the amount shown on official service pages starts at AED 1,000 and differs by page (see FAQs).

✦ Work: the visa is for exploring jobs. It is not a work permit.

The official visa pages we reviewed do not publish a list of qualifying universities or name the ranking system, and do not say how a skill-level certificate is obtained, so check your own university and occupation status with the authorities before relying on either route. Work-permit rules (such as salary or qualification tests per level) are not stated for this visa, so we do not assume them.

IndoWorld helps with the visa application, not with finding a job: we do not provide, arrange or promise employment. The official pages describe this visa as available without a host or sponsor in the UAE so that applicants can explore job opportunities themselves. It does not replace the employer-led work-authorisation steps that follow a job offer — see Work Rights and What Happens After You Receive a Job Offer. We help you check which route genuinely fits your profile, prepare accurate documents, and understand what the official services ask for, so you can decide with the facts in front of you.

Honest advice. No shortcuts. No false claims. Sometimes the most useful advice is to wait or choose a different route: for example when neither the MOHRE skill-level route nor the top-500 university route clearly applies to you, when the required MOHRE or Ministry of Education certificate cannot yet be obtained, when your degree certificate has not been attested, or when the guarantee and fees would be better spent on a different plan. As our Decision Principles put it, if an application is not ready, saying so is better than rushing it. A visit visa does not guarantee a job, and every decision rests with the UAE authorities and with employers.

Documents Required

1

Valid Passport

Valid for at least 6 months, per the ICP and GDRFA service pages.

2

Coloured Photograph

A coloured photo is listed by the UAE Government portal and ICP’s application card; the GDRFA service lists a personal photo.

3

Bachelor’s Degree Certificate

A bachelor’s degree or its equivalent is a stated eligibility condition. The UAE Government portal lists the qualification certificate as attested.

4

Route Evidence (one of two)

The ICP service page lists a MOHRE certificate confirming skilled-labour category and professional level, or a Ministry of Education certificate on the university’s top-500 ranking and length of study. ICP’s application cards list only the passport, photo and qualification certificate as required, and say lists may vary with the data entered.

5

Health Insurance

The ICP service page lists a valid UAE health insurance policy as a condition, and the Executive Regulation’s general entry conditions refer to valid health insurance. ICP’s application cards show it as an optional document — confirm for your application.

6

Financial Guarantee and Fees

Not a document but a requirement: the prescribed financial guarantee plus government fees. Amounts differ by authority, service page and visa duration (see FAQs).

Required documents can vary by applicant category and by the authority you apply through — for example, the ICP service also lists a copy of a personal identification card for nationals of Afghanistan, Iran or Iraq. Other supporting papers are not stated as mandatory for the visa. Always confirm the current list on the official service page.

FOR INDIAN APPLICANTS

What Indian Applicants Should Know Before Applying

The official UAE visa pages we reviewed do not list nationality-specific conditions for Indian applicants. These are the India-side steps that most often decide how smoothly an application goes, drawn from UAE and Indian government pages.

Attesting your Indian degree

The UAE Government portal lists the qualification certificate as attested. For India-issued documents, the UAE Embassy in New Delhi states they must first be attested by India’s Ministry of External Affairs (MEA), and both the Embassy and the UAE Consulate General in Mumbai offer digital attestation of Indian documents in one application that covers the UAE mission and the UAE Ministry of Foreign Affairs. The original document is required and the application uses a UAE Pass login. MEA handles attestation through its outsourced service providers (see the MEA attestation and apostille page), and lists Ahmedabad among the cities with a branch for these services.

Apostille or attestation? Confirm first

MEA says India has been a member of the Hague Apostille Convention since 2005, but the UAE pages we reviewed do not state whether an MEA Apostille alone is accepted for the UAE. Do not assume either way. Ask the UAE Embassy in New Delhi or the Consulate General in Mumbai before you spend money, and attest each document individually.

Is your university on the top-500 list?

The UAE Government portal refers to the Ministry of Education’s approved classification of the world’s best 500 universities, but the official visa pages we reviewed do not publish the list or name the ranking system, and none names Indian universities. Separately, the Ministry of Higher Education and Scientific Research offers a University Qualifications Recognition service for foreign degrees; it is not stated as a requirement for this visa. Check your university’s status with the authorities before relying on the university route.

Emigration clearance (ECR / ECNR)

MEA lists the UAE among the countries where emigration clearance is required for ECR passport holders going for employment, and says ECR holders travelling for purposes other than employment do not need it. MEA also states that people with matriculation-level or higher qualifications do not get the ECR stamp, so most degree holders hold ECNR passports. MEA does not address the jobseeker visit visa specifically, so check the category on your own passport and confirm with MEA or a Protector of Emigrants office if unsure.

Avoiding fake job offers and visa agents

MEA advises dealing only with recruiting agents who hold a valid Registration Certificate from the Protector General of Emigrants, and not with sub-agents. The Embassy of India in Abu Dhabi and the Consulate General of India in Dubai have published a public advisory on fraudulent visa and migration processing agencies, stating that no agency can guarantee a visa. The Consulate also advises Indians seeking jobs in the UAE to verify the genuineness of a job offer letter. IndoWorld helps with visa applications only; we do not provide jobs or guarantee approval.

A visit visa is not an employment visa

MEA’s older pre-departure manual for the UAE advises Indian workers to obtain a written contract signed by the employer before leaving and notes that a visit visa is different from an employment visa. Together with the UAE Government’s statement that working on a visit visa is prohibited, this is why we advise you not to start any work until your employer completes the work-permit and residence steps.

Work Rights and What Happens After You Receive a Job Offer

Can you work on a jobseeker visit visa?

No. The UAE Government states that a visit or tourist visa does not give you the right to work in the UAE, and that working on one leads to fines and legal liability for employees and employers alike (u.ae — labour and visa fraud guidance). The jobseeker visit visa is described in the official service pages as a visa to explore employment opportunities, issued without a host or sponsor. The official pages do not list any other permitted activity, so treat it as a job-search entry permit: do not begin any work, paid or unpaid, until your employer has completed the work-authorisation steps below.

What happens once you receive a job offer?

A job offer is the start of the process, not permission to work. As the UAE Government describes the private-sector hiring flow, the employer issues an official work offer on the Ministry of Human Resources and Emiratisation (MOHRE) standard contract, signed by both parties and registered with the ministry, and the employer then applies for the work permit — an application submitted by a person legally authorised to represent the company (employment of expatriates; work permits). The ICP residence service for employment lists the MOHRE work permit as a required document for companies covered by the Labour Relations Law (ICP residence permit service), and the UAE Government states that residence visa applicants aged 18 and above must undergo a medical test (general provisions for the residence visa). Broadly, MOHRE handles the work permit, while ICP and GDRFA Dubai handle visas and residence permits and the Emirates ID application is linked to the residence permit.

What the official pages do not say. The jobseeker visit visa pages do not describe how a jobseeker visa converts into an employment residence while you are inside the UAE, and they do not say whether leaving and re-entering is required. ICP and GDRFA Dubai each list a general status-adjustment service (with a AED 500 fee), but neither page states that it applies to jobseeker visit visa holders. Timelines can differ between pages: the ICP residency service for the work category refers to completing residency issuance within 60 days of entry, so confirm the applicable deadline with your employer and the authority. Ask your employer’s PRO or HR team which route applies to your case, and confirm with MOHRE, ICP or GDRFA — do not assume.

Unlawful work carries consequences for both sides: the UAE Government states that working without first obtaining the proper visa status is illegal and could lead to imprisonment, fines and/or deportation, and that the penalties apply to the employer and the employee. IndoWorld can explain these steps and help you prepare, but the work permit and residence are applied for through your employer and the UAE authorities.

INDOWORLD METHODOLOGY

IndoWorld Application Intelligence for the UAE Jobseeker Visit Visa

Four of the ten dimensions from our Application Intelligence Framework that matter most for this route. A profile assessment can show how your documents line up with the published criteria; it cannot predict a UAE authority’s decision.

Applicant Profile

The route is not a general graduate visa. Either a MOHRE skill level 1–3 classification or graduation from a top-500 university within the last two years must apply, together with a bachelor’s degree or equivalent. We test your profile against the official wording before you pay any fee or guarantee.

Financial Position

The prescribed financial guarantee, the visa fees and a valid UAE health insurance policy are separate items, and amounts differ by authority and visa duration. We separate what each official page lists so you know what to budget and what the ICP page describes as refundable.

Qualification and Skill-Level Evidence

The ICP service lists a MOHRE certificate of skilled-labour level or a Ministry of Education certificate on university ranking and length of study, alongside the degree. We help you work out which evidence your route needs and whether it can realistically be obtained.

Documentation Consistency

Passport validity of at least six months, an attested degree, certificates and personal details should agree across every document. We check for mismatches before submission, because inconsistencies are among the easiest problems to catch early.

COMMON QUESTIONS

UAE Jobseeker Visit Visa – Frequently Asked Questions

Answers are based on the official UAE sources listed below.

Who is eligible for the UAE Jobseeker Visit Visa?

According to the UAE Government portal, the applicant must be either in the first, second or third skill level under the MOHRE professional levels of jobs, or a graduate of one of the world’s best 500 universities (per the Ministry of Education’s approved classification) who graduated within the last two years; must hold a bachelor’s degree or its equivalent; and must fulfil the prescribed financial guarantee. The ICP service page states the same two routes. Dubai’s GDRFA service page lists the skill-level and top-500 conditions as separate numbered conditions, without the word “or” and without the two-year limit, so if you apply through GDRFA, confirm how they apply to you. The underlying rule is Article 21 of the Executive Regulation of Federal Decree-Law No. 29 of 2021 (Cabinet Resolution No. 65 of 2022), which refers to fulfilling one of two conditions, a minimum of a bachelor’s degree or equivalent, and the prescribed financial security.

Do I need a job offer or a host in the UAE to apply?

The official service pages describe the visa as available without a host or sponsor in the UAE, and none of the pages we reviewed lists a job offer as a requirement. A job offer matters later: your employer needs it to apply for the work permit.

How long is the visa valid, and can it be extended?

The UAE Government portal states a validity of 60, 90 or 120 days for one trip. On the ICP 60-day service, the visa is valid for 60 days from issuance and you must enter the UAE within that period or the visa is cancelled. GDRFA Dubai also lists an extension service, and its terms say extensions may total no more than 180 days.

Which documents are required?

The UAE Government portal lists a coloured photo, a copy of the passport and an attested qualification certificate. The ICP service page additionally lists a passport valid for at least 6 months, a MOHRE certificate of skilled-labour level or a Ministry of Education university-ranking certificate, and a valid UAE health insurance policy. ICP’s Smart Services application cards list the passport, coloured photo and qualification certificate as required, with health insurance, a return ticket and an account statement as optional, and note that the lists may vary with the data entered. GDRFA lists a photo, a passport copy valid for 6 months and the university degree. See the Documents Required section above and confirm the current list on the service you use.

Can Indian passport holders apply for the UAE Jobseeker Visit Visa?

The official UAE service pages we reviewed (UAE Government portal, ICP and GDRFA Dubai) list eligibility by skill level or university, qualification and financial guarantee, and do not list a nationality restriction or an extra condition for Indian applicants. Confirm the current position on the service you use.

How do I attest my Indian degree for the UAE?

UAE pages say documents issued abroad are attested in the issuing country and then by the UAE Embassy or Consulate there. For Indian documents, the UAE Embassy in New Delhi says they must first be attested by India’s Ministry of External Affairs, and both the Embassy and the UAE Consulate General in Mumbai offer digital attestation. Whether an Apostille alone is accepted is not stated on the pages we reviewed, so confirm with the UAE Embassy before you start. See MEA’s attestation page and the UAE Embassy page.

Is my Indian university on the UAE top-500 list?

The UAE Government portal refers to the Ministry of Education’s approved classification, but the official visa pages we reviewed do not publish the list or the ranking system and do not name Indian universities. Check with the issuing authority before relying on the university route; the skill-level route is the alternative.

Do I need emigration clearance (ECR) to go to the UAE on this visa?

MEA lists the UAE as an emigration-check-required country for ECR passport holders going for employment, and says ECR holders travelling for other purposes do not need clearance. MEA also says people with matriculation-level or higher qualifications do not get the ECR stamp, so most degree holders have ECNR passports. MEA does not address the jobseeker visa specifically, so check your passport category and confirm with MEA if unsure: MEA emigration page.

How can I avoid fake UAE job offers and visa agents?

Deal only with registered recruiting agents, never pay money on a promise of visa approval, and verify the job offer with the employer and the Indian Embassy or Consulate. The Embassy of India in Abu Dhabi and the Consulate General of India in Dubai have published a public advisory on fraudulent visa and migration processing agencies.

How much does it cost?

Government fees are published per authority, service page and visa duration, and the pages do not agree, so they should not be added together. The ICP service page for the 60-day visa lists AED 100 (application), AED 100 (issuance), AED 100 (Smart Services) and a AED 1,000 financial guarantee. ICP’s Smart Services application card for the 60-day visa lists a AED 100 request fee, a AED 200 issue fee (AED 300 for 90 days and AED 400 for 120 days on the corresponding cards), a AED 100 Smart Services fee, a visa insurance fee and security deposits of AED 1,025, and says fees may vary with the data entered. GDRFA Dubai lists AED 200, AED 300 and AED 400 for 60, 90 and 120 days plus 5% VAT, and a guarantee with a AED 1,000 security amount, a AED 20 warranty-service fee and a AED 40 collection-and-return fee. Which schedule applies depends on the authority and channel you use, so confirm the final amount on the official service before paying. IndoWorld’s own consultancy fees are separate from government fees.

Is the financial guarantee refundable?

The ICP service states that the guarantee can be refunded by submitting a refund request after the visa is cancelled or after the holder exits the country, provided the visa is cancelled after departure and no residency violations were committed.

Do I need health insurance?

The ICP service page lists a valid health insurance policy within the UAE among its terms, and the general entry conditions in the Executive Regulation also refer to valid health insurance. ICP’s application cards show health insurance as an optional document, and the UAE Government portal and GDRFA page do not mention it, so confirm the requirement for the channel you apply through.

Is there an age limit?

The official pages we reviewed do not state an age limit for this visa. The stated conditions are the skill-level or top-500-university route, a bachelor’s degree or equivalent, and the financial guarantee.

Can I work while I hold a jobseeker visit visa?

No. The UAE Government states that a visit or tourist visa does not give you the right to work, and that working on one results in fines and legal liability. The jobseeker visa is for exploring job opportunities. Do not start work until your employer has completed the work-authorisation steps.

What happens after I receive a job offer?

Your employer issues an official work offer and applies for the work permit; visa and residence steps follow through the UAE authorities, including a medical examination for applicants aged 18 and over. The official jobseeker pages do not describe converting a jobseeker visa to an employment residence from inside the UAE, so confirm the route with your employer and the authorities. See the Work Rights section above.

Where do I apply?

The UAE Government portal lists the General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA) for the visit visa to explore job opportunities, and the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) for the 60-, 90- and 120-day single-entry services. ICP services are used through the ICP Smart App or Smart Services website with UAE Pass; GDRFA offers digital channels, Customer Happiness Centres and Amer centres.

Does IndoWorld guarantee a visa or a job?

No. IndoWorld Visa & Education Services is a private consultancy. We explain the official rules, assess your profile honestly, help you prepare documents and tell you when waiting or choosing another route is better. Decisions rest with the UAE authorities and with employers, and we do not provide or arrange jobs.

Where the official sources differ

  • Eligibility wording: the UAE Government portal and the ICP service page present the skill-level and top-500-university conditions as alternatives, with a two-year graduation limit; ICP’s application cards list them as separate bullets without the word “or”; the GDRFA Dubai page lists them as separate conditions without that limit.
  • Number of visits: the portal says one trip and ICP says single entry, while GDRFA describes one or more visits.
  • Fees: the ICP service page, ICP’s application card and GDRFA Dubai publish different fee schedules. We attribute each figure and never combine them.
  • Documents and insurance: the lists differ between pages. The ICP service page lists a MOHRE or Ministry of Education certificate and health insurance; ICP’s application cards list them differently; the federal portal lists an attested qualification certificate.
  • Terminology: the Executive Regulation says “experienced worker” at the first, second or third professional level, while the service pages say “skilled worker” or “skill level”.
