APPLICANT SITUATION

The Applicant’s Situation

An Indian applicant had a qualification for which the available Anabin information did not provide a straightforward answer.

The applicant needed to understand whether the available database result was sufficient or whether further formal assessment might be needed.

INITIAL ASSESSMENT

What the Assessment Identified

The institution and qualification entries, the degree documents and current official guidance were checked, and the uncertainty was recorded rather than guessed away.

FOCUS AREA

Key Focus of This Case

Handling an unclear database result transparently and identifying what official clarification the chosen route might need.

CASE-HANDLING WORK

What IndoWorld Actually Did

  • Checked the institution and qualification entries against the degree documents and current official guidance
  • Recorded where the result was unclear instead of assuming an answer
  • Identified and organised the relevant qualification records and any official clarification required for the chosen route
EVIDENCE CONSIDERED

Evidence and Documentation Considered

  • Institution and qualification entries as they appear in Anabin
  • Degree documents
  • Current official guidance for the chosen route
  • Any official clarification identified as required
PROCESS STAGE

Where This Case Reached

The qualification records were organised and the points needing official clarification were identified, with the uncertainty recorded in the file instead of being left implicit.

WHAT THIS DEMONSTRATES

What This Case Demonstrates

An institution listing and a degree assessment are not interchangeable, and an unclear result should be handled transparently. IndoWorld gives an honest read of what a database result does and does not show before an application is filed, and the decision on every application rests with the German authorities. See the IndoWorld Evidence Integrity Framework for more on this reasoning.

OFFICIAL GUIDANCE

What the official guidance says an applicant like this must show

This is general guidance from the German Mission in India and the recognition bodies for an applicant whose Anabin result is not clear. It does not describe the case above.

  • Both entries count. The mission asks you to check the degree and the university in Anabin: the degree should be rated “entspricht” or “gleichwertig”, the university “H+”, and for “H+/-” the degree programme must be listed in the comments (German Mission India: Opportunity Card).
  • The mission names the fallback. If Anabin does not cover your degree or university, the mission asks for a Statement of Comparability (Zeugnisbewertung) from the ZAB (German Mission India: Opportunity Card).
  • Anabin is not exhaustive. The ZAB says Anabin is constantly updated but does not list every foreign university or degree, suggests checking Anabin first and applying for a Statement of Comparability if the entry is missing (ZAB: Statement of Comparability FAQ).
  • What makes a result usable. According to Anerkennung in Deutschland, a qualification counts as comparable only if the university is rated H+ or H+/-, the degree corresponds to a German degree and, for H+/- universities, the degree is listed under that university (Anerkennung in Deutschland: assessment of higher education qualifications).
  • Limits of a statement. The ZAB does not issue a statement where the degree does not correspond to a qualification in the German education system, and it is not the competent authority for the Opportunity Card (ZAB: Statement of Comparability FAQ). The same page puts a regular application at about three months, so timing belongs in the plan.
  • The mission may ask for more. The mission states that it may request additional documents or verification of certificates for which additional fees are charged, and that incomplete documents may lead to rejection (German Mission India: Opportunity Card).

IF YOUR APPLICATION WAS REFUSED

If your application was refused: what to look for in the letter

If a rejection letter refers to the qualification or to recognition, note which element it names (the degree rating, the institution, or the evidence supplied) and compare it with what the mission lists for the skilled professional option. The mission states that knowingly false or incomplete information can lead to refusal (German Mission India: declaration on true and complete information), which is why an unclear Anabin result is better explained in the file than left unmentioned. The same mission explains that the letter already gives the reason and that an applicant may apply again at any time (German Mission India: if a national visa application is rejected).

Have a refusal letter in front of you? If an earlier visa application of yours, for any country, was refused, you can email the letter and the application documents to IndoWorld. IndoWorld experts read the letter and compare it with the application that was refused. The review can be done by video call, phone call or in person at the Vadodara office, and there is no charge for the review of a refusal. Get your refusal letter reviewed.
