Documents Required for Canada Permanent Residency

Which documents are commonly needed for a Canada PR application through Express Entry — ECA, language test results, work experience proof, proof of funds, police certificates and the immigration medical exam — what each one demonstrates, and where inconsistencies cause problems. Exact requirements depend on the programme (Federal Skilled Worker, Federal Skilled Trades, Canadian Experience Class or a provincial nomination), and IRCC decides what it needs for your application. Prepared by the IndoWorld Visa & Education Services team in Vadodara.

Complete Canada PR Documents Checklist

1. Identity Documents

  • Valid passport — all pages including blank pages (scan front and back of data page)
  • Previous passports (if any) — full scans
  • National ID or Aadhaar card
  • Birth certificate (with certified translation if not in English)
  • Marriage certificate (if applicable, with certified translation)
  • Divorce decree or death certificate of spouse (if applicable)

2. Educational Credential Assessment (ECA)

  • ECA report from an IRCC-designated organization — WES (World Education Services) is most commonly used by Indian applicants
  • Original degree certificates and mark sheets submitted to WES (WES keeps originals; you retain copies)
  • WES ECA reference number to include in your Express Entry profile
  • What it demonstrates: that your foreign credential is equivalent to a Canadian one. An ECA is needed if you completed education outside Canada and want to be eligible as a principal applicant under the Federal Skilled Worker Program, or to earn points for that education; Canadian credentials do not need one. The ECA must be less than 5 years old when you complete your Express Entry profile and when you submit your application. Make sure names and dates on your degree documents match your passport and work history.

3. Language Test Results

  • IELTS General Training, CELPIP General or PTE Core score report (IELTS Academic is not accepted for Express Entry) — results must be less than 2 years old when you create your profile and still valid on the day you submit your PR application
  • TEF Canada or TCF Canada results if claiming French language points
  • Test reference number to enter in Express Entry profile
  • What it demonstrates: your Canadian Language Benchmark (CLB) level in each ability. Check that the name and passport details on the test report match your passport.

4. Work Experience Documents

  • Employment reference letters on company letterhead — they should show: job title, duties and responsibilities, start/end dates, hours per week, annual salary, employer contact details and the supervisor’s or HR officer’s signature
  • Pay slips or salary statements (last 3–6 months per employer)
  • Appointment letters and promotion letters
  • Business registration documents (if self-employed — check whether self-employment counts for your programme; it does not count for the Canadian Experience Class)
  • Form 16 / IT returns (as additional proof of Indian work income)
  • Canadian vs foreign experience: the Canadian Experience Class requires skilled work experience gained in Canada (at least 1 year, or 1,560 hours at 30 hours per week, in the 3 years before you apply). The Federal Skilled Worker Program requires at least 1 year of continuous paid skilled work (or 1,560 hours in total) in the last 10 years, in Canada or abroad.

5. Proof of Funds

  • Official bank letter(s) for all accounts (savings, current, fixed deposits). IRCC lists what the letter must contain: the bank’s contact details, your name, outstanding debts, and for each account the number, opening date, current balance and average balance for the past 6 months
  • Minimum required funds depend on family size and are updated by IRCC — always check the current table on the official Canada.ca proof-of-funds page before applying
  • Mutual fund / investment statements
  • Note: proof of funds is not required if you apply under the Canadian Experience Class, or if you are authorised to work in Canada and have a valid job offer from a Canadian employer. The funds must be your own: IRCC does not allow settlement funds to be borrowed from another person

6. Police Clearance Certificates (PCC)

  • Indian PCC — Mandatory PSK / RPO Issuance: Must be obtained strictly through the Passport Seva Kendra (PSK) / Regional Passport Office (RPO) under the Ministry of External Affairs. IRCC operational instructions explicitly reject PCCs issued by local or district police stations.
  • Provincial Nominee Program (PNP) Document Alignment: Enhanced PNP candidates must ensure their provincial nomination is formally confirmed in their Express Entry profile (+600 CRS points) before e-APR submission, while Base PNP candidates must upload valid provincial nomination certificates and regional settlement plans directly through the non-Express Entry PR portal.
  • A police certificate from every other country where you stayed 6 months or more in a row in the last 10 years (time before age 18 does not count)
  • Time spent in Canada does not require a police certificate for Express Entry, although an officer can ask for additional certificates
  • Timing: IRCC advises having documents ready when you create your profile; if you are invited, you have 60 days to submit your application. If a certificate is not ready in time, IRCC allows a letter of explanation with proof of your efforts to obtain it, but an incomplete application risks rejection

7. Medical Examination

  • Medical exam by an IRCC-designated Panel Physician (list available on IRCC's website) — IRCC says you should get the exam after you are invited to apply, as close as possible to the date you apply online; results are valid for 12 months
  • The physician sends the results directly to IRCC and gives you a document confirming that you had the exam — keep it as proof
  • Depending on your age, the clinic may ask for a chest X-ray and laboratory tests
  • Vaccination history: if you give consent, the panel physician records your vaccination history and shares it with IRCC

8. Additional Documents (if applicable)

  • Provincial nomination documents (only if a province or territory has nominated you; a nomination adds 600 CRS points but is not itself a PR approval)
  • Job offer letter and employer documents (if a job offer is part of your eligibility, for example under the Federal Skilled Trades Program; job-offer CRS points were removed on 25 March 2025, but a valid job offer can still matter for other requirements, such as the proof-of-funds exemption)
  • Proof of Canadian education (transcript, diploma) if claiming study bonus points
  • Proof of sibling relationship (birth certificates of both you and sibling, sibling's Canadian PR/citizenship) if claiming sibling bonus points
  • Children's birth certificates (for principal applicant with dependants)

Important Notes on Document Preparation

Start your ECA early. Assessment times vary by organisation and by how quickly your university sends transcripts. Apply for your ECA as one of the first steps — it is on the critical path for your Express Entry profile. Do not wait until other documents are ready.

Keep your language results valid. Results must be less than 2 years old both when you create your Express Entry profile and when you submit your PR application; IRCC will refuse an application submitted with expired results. If your results will expire before you could realistically submit, retake the test.

Employment letters are critically examined. A generic employment certificate is not sufficient. The letter must specifically list your job duties (matching the NOC code you claim), hours worked, and period of employment. Inconsistent letters can lead to refusal or misrepresentation concerns. See how one applicant’s evidence was assembled in our self-employed professional work-experience case, and the checks we apply in the IndoWorld Evidence Integrity Framework.

Time your police certificates. The certificate for the country where you currently live must be issued no more than 6 months before you submit your application; for other countries it must be issued after the last time you stayed there for 6 months or more in a row.

Official sources and our role. Requirements differ by programme and can change, so confirm them on the Government of Canada’s Express Entry documents page before you apply. IndoWorld Visa & Education Services helps applicants organise and cross-check their documents; it does not issue them, and every decision rests with IRCC. An invitation to apply (ITA) is an invitation, not an approval.

Frequently Asked Questions — Canada PR Document Checklist

What is the complete Canada PR Express Entry document checklist?

The documents commonly required for a Canada PR application through Express Entry are (the exact list depends on your programme and IRCC’s instructions): valid passport; language test results — IELTS General Training, CELPIP General or PTE Core for English, TEF Canada or TCF Canada for French; Educational Credential Assessment (ECA) from WES or another designated organisation; work experience proof including detailed employer reference letters, pay slips, and T4/Form 16 tax slips; Police Clearance Certificate (PCC) from each country where you stayed 6 or more months in a row in the last 10 years (after age 18); medical examination by an IRCC-designated panel physician; Provincial Nomination Letter if applicable; and proof of settlement funds in the form of an official bank letter (where proof of funds applies).

What is WES evaluation and is it mandatory for Canada PR?

World Education Services (WES) evaluates Indian degrees and diplomas to determine their Canadian educational equivalency. WES is one of several IRCC-designated organisations; physicians, pharmacists and architects must use their designated professional body. An ECA is required to use foreign education for Federal Skilled Worker eligibility, and without one you cannot claim CRS points for a foreign credential. Processing times vary, so start early and follow the organisation’s instructions on how transcripts must be sent. If your education spans several institutions, see our multiple-institution credential case.

How much proof of funds is required for Canada PR?

The minimum settlement funds depend on the number of family members and are updated by IRCC, so always check the current table on the official Canada.ca proof-of-funds page. The funds cannot be borrowed from another person. IRCC asks for an official bank letter showing, for each account, the current balance and the average balance for the past 6 months. Proof of funds is not required if you apply under the Canadian Experience Class, or if you are authorised to work in Canada and have a valid job offer from a Canadian employer.

What police clearance certificate is needed for Canada PR?

You need a Police Clearance Certificate (PCC) from each country where you stayed 6 or more months in a row in the last 10 years, not counting time before age 18 or time in Canada. The Indian PCC is obtained from your regional passport office (apply via the Passport Seva portal). The certificate for the country where you currently live must be issued no more than 6 months before you submit your application. If you stayed 6 months in a row or longer in another country (for example the UAE, the US or the UK) during that period, you will also need a certificate from that country.

How long are IELTS scores valid for Canada PR?

Language test results are valid for 2 years from the test date. They must be less than 2 years old when you create your Express Entry profile, and also when you submit your PR application; IRCC will refuse an application submitted with expired results. For the Federal Skilled Worker (FSW) program, you need a minimum of CLB 7 in all four skills (Listening, Reading, Writing, Speaking), which corresponds to IELTS scores of approximately L:6.0, R:6.0, W:6.0, S:6.0. Higher scores (particularly CLB 9 and above) increase your Comprehensive Ranking System (CRS) score, which only ranks your profile in the Express Entry pool and does not guarantee an invitation: the first official language alone is worth up to 136 points for a single applicant, before skill-transferability points.
